I'd suggest you went with a hobby grade 250 build then. With 300$ you could get FPV and maybe some cobra motors with a 4S power setup for good punchouts.

Well they may start making examples of people making foolish reports to waste time. Also the new, rules clearly specify that an aircraft is powered, so you would need to meet that requirement.

Can you give some info on your goals with this project (fast, and fun but low budget, or a little bigger build for carrying a certain camera), and maybe a brief on your experience?

Hobbyking are a pain, and are pretty likely to make some mistakes, but most of us deal with that just because of their prices and extensive stock.

The bigger one is certainly better quality, but also has a lot more complicated flight controller. I would suggest something like this to get into the hobby. Or if you have a bit more money a Robocat 270mm build kit. The parts are not the best, but with something like this you can upgrade...

Second choice has better parts, and is going to be more of a slower flying camera quad, while the first is going to be a big more crash resistant (lighter, and smaller), but also faster and more of a fun little racing quad.
