    I believe that you can limit pitch, but if you are not using auto level then don't hold the pitch forward. If you just want to make it more doctile then decrease teh range for that channel on your transmitter.

    Higher quality sensors, and GPS (also better than a multiwii). Generally these make it better, though if tuned really well even something as cheap as the KK can be rock solid in the air.

    Lower frequencies have better penetration in general, but lower bandwidth so you might lose some overall quality if your transmitting higher quality FPV stream.

    You're probably fine, most FPV equipment in the US would technically require a HAM license, even the open bands due to consumer modification and repairs of the equipment, and a lack of FCC tags.
