The information on height would be interesting for my low tech Bugs 3. The cost size and weight of said transponder would also be good to understand.

Or is it a 20lb lump to ground small drones

The tech doesn't even exist yet but that won't stop the feds from passing a law saying you have to have it lol. They leave us little recourse except mass non- compliance.
 
From what I gather so far the law will take effect 3.5 to 4 yrs from the time it is approved by default and then some of the tech may be detailed but this will just mean if you are caught because of some other incident you could get in more trouble but honestly is stupid. A big part of the idea is that this will allow for commercial use of the airspace but it makes way more sense to have decentralized transponders that communicate the telemetry data about location and vector so autonomous systems in the area can pick up on those signals and avoid the area or altitude the air space is large we aren't at risk of filling the airspace yet... This isn't a Kessler syndrome level problem and is as dugdog said unenforceable and not something police around here at least are going to care about.

Autonomous commercial quadcopters need to be smart enough and safe enough without transponder beacons on every tree building and person they need to avoid I don't see how our quadcopters are really any different they are just an obstacle the autonomous systems need to be able to avoid if they locally broadcast a signal the signal strength would be enough for the autonomous system to know to look out and could use directional antenna array to know where to avoid... There is no real proposed implementation just a bunch of fluff... I'm moving to an island one of these days :D

Yah was in a bit of a rage but what I'm saying is the registration and central tracking parts I don't like and don't really see any benefit to, just big brother being more big brother like, freedom of the individual is apparently not high on the list of priorities of law makers. I'm okay with some kind of local beacon but I don't see any reason anything more is necessary. People who are intentionally doing nefarious poop (excuse my French) will not be registering with the state.
