Bayangtoys x21 starting up but unable to fly

I just received new bayangtoys x 21 it is starting normal and calibrate OK but it is not flying. Propellers start to spin on start but after that no fly no throttle. Need help
 
Well the first thing I'd check is the battery voltage right when it comes of the charger. It needs to be close to 12.6V.
