quad not taking flight

When I throttle my quad one of the motor not taking lift and as a result it start rotating on ground. My quad specification are apm 2.8, 30A esc with BEC, A2212 MOTORS 1600KV, 10inch props, 30c lipo battery. I could not found where am I going wrong. Any suggestions.
 
If it was all the motors not spinning up, I'd say it might be a set up problem. but as it's just one, my guess is the motor itself. Try switching it with another motor and see if it works. If not, try a new motor.
 
I have checked the rpm of all motors all are giving almost same results. Still one motor is not taking lift, Most probably M3 is not taking lift.

Look again. If the motors are producing the same rpm as you said, they are turning in the proper direction and the props are installed like Jackson's photo, it has to lift. Not much is left. How do you know the motors are producing the same rpm?

I have used tacometer to measure rpm at some different thrust, and results are almost same.
 
Do you have a lead weight hanging off it? :) That thing should fly. I have no idea why it won't. Smart people... we need some help over here.
It sounds too heavy to me, or like the motor/prop combo is wrong. I had a heavy quad using 1240kv motors 9'' props @ ~3ibs, it barely got lift, and would yaw on the sidewalk during initial test
 
Had a similar problem today and fixed it. My esc to flight controller servos were not wired in the proper orientation. Double check your connections if this problem isn't solved already. :]
