I want a 5 Megawatt White Noise Generator; the kind that kills the Boombox noise in asswipe driven cars and can fry the engine computer of the tailgating drivers. That would be a dream come true.

That dream has come true and such devices actually do exist, but don't ask how I know this to be the case.
Basically it's what's called an EMP Weapon, and they are extremely illegal.

True, but this is something you'd hafta actually build yourself.
Not any places (even illegal places) that have EMP Pulse generators for sale,
unless they're using low yield tactical nukes to do it.

I looked at some of the building of EMP generators on YouTube. All very complex and dangerous to the untrained electronic's buff.

2. Why not email a an edit to the head of city hall and offer to shoot some more footage for their website. Do you get tourists there it looks good enough?
3. Is that a phantom you are using?

1. Not really. If you start your flight with the camera pointed straight ahead and slightly down, it will stay that way while you are positioning it over the POI (Point of Interest - in this case, the top of City Hall). Once you hit POI when the quad is centered over City Hall, you can then back it off to the distance that will be come the radius of the circle. You can also raise or lower the quad to get it just right. This is the point at which you can adjust the camera view to where you want it. Once the quad starts to circle, the camera stays on the POI. No further camera adjustment is necessary unless you want to change it for some reason.

2. I may do that, but I will have to fly at least several more flights before I will have something I would offer to the city.

I wonder if you and Gyro Doc have ever read "One Second After" by William R. Forstchen. It is a book about what happens when an EMP is exploded over the entire, East Coast of America, and it's a real ripper. You can get it through iBooks or probably any other book download source.

Deadly dangerous to build without a thorough knowledge of such things, as it typically involves the discharging
of an outrageously huge capacitor bank that would easily and instantly weld steel and even more easily take you
right off the Christmas list.

I don't believe so, but I've seen an expose' or two on it .... we'd be pretty much thrust back into medieval times overnight.
I remember the havoc that ensued following only temporary power outages in both New York and California.
I shudder to think of that scenario being extended indefinitely.

Re point 5 I assumed it was a concern based on your initial post re cops and Dodge. But I guess that was authors dramatic licence

Oh, right. Yeah - when it comes to quad flying in urban areas, there are two issues: (1) what is legal and what is not and (2) what the cops think is legal and what they think is not. My initial expression of apprehension over the city hall flight and cops, had to do with (2), not (1). I know that it is legal. But what I know means nothing if some officious cop thinks it isn't.

The trick with flying quads in inhabited areas is to do as little as possible to attract attention to your quad. The second trick is, if someone does hassle you about it, back off, even though you know they are wrong. Lose the battle and win the war. There are other days and other locations.

You really should read the book. It's a short read and it's hard to put it down. It really lays out a most probable scenario in the event something like that were actually to happen. You can pick it up on iBooks or Kindle.
