    Also should fully charge usually I land with cells around 3.6-3.7V range because under load they can dip .5V or more and don't want them under 3.0V for very long or will damage them. Should charge to 4.2V or if using HV cells 4.35V and land before 3.5V resting voltage.

    Yup if new battery C rating is too low or it's otherwise damaged it might be dropping voltage quickly when under load (power going to motors) and can recover voltage when taken off for measuring, just a guess, could also be connector on battery is bad and so adding extra resistance to the circuit.
