What charger?

I have a turnigy 2200mah 3s 11.1v battery. My last charger was defective. I need a cheap, good option. Emphasis on "cheap."

I can vouch for this one, I use it on my LiPos, it will do 3s and 4s. What I like about it is that it only balance charges so it is really healthy for your batteries.

Since the emphasis is on cheap, this is the way to go, and if you let your browser sit on the screen for a minute or so, the price should drop down to $11.45. Hobby King does that with a lot of products if you don't add it to your cart or click off the page right away, it thinks you're contemplating.

This is the charger I first started with and it gets the job done! If you can afford the Accucel-6 (the one Rav posted), you won't regret it though. I have a pair of those now and they are great.

They have it in the US warehouse with lower shipping costs, but the one you linked to on Ebay is the best deal!
