Reliable and quiet motor/prop combo for small quad

Hi all

I realize that there are a lot of questions regarding which motors/ESCs/props to buy on here, but I've had some problems with my setup recently so I'd like some help on improving it.

My requirements are as follows: I am flying with a small quad (this 250). I do not want to race/fly acrobatics with it, rather I want to (autonomously) fly around and stream the camera to the ground. My quad weighs about 700g with the battery.
Since the quad is to fly around people, I would like it to be as quiet as possible or at least have the sound not be too annoying. I figured with a low Kv and high pitch props I could reduce the 'whine' for a less annoying lower pitch sound.

So what I ended up combining was this black widow 1800kv motor with built in ESC (which promises a simple and clean build) with 5x5 bull nose props.

I have now discovered that these motors/ESCs perform poorly. Ramping up the thrust very quickly can cause them to lose sync and not spin at the rate they are supposed to. I have had several crashes because one motor did not increase thrust as it was requested to due to this problem (in high pitch/roll rate situations).

So now I want to buy a new combination which is more reliable and perhaps more suited for my situation.

Can you provide some recommendations of motors/ESCs which you found to be reliable?
What amp rating should my ESCs have?
Is my idea to choose a lower Kv with higher pitch props sound?

The people are aware that the drone is flying. I am flying at rather low altitudes, so I'm not trying to get a setup that is stealthy. I'm not trying to spy on anyone... I just want the flying to be as un-annoying as possible. I've flown Lumenier 250's with 2300 Kv motors and Gemfan 5x3 props and that thing sounds very agressive and unpleasant. This is what I'd like to minimize as much as possible.
 
I'm not talking about invasion of privacy, more in the line of somebody being seriously injured. No more comments
 
IMG_20160621_150357669-768x1367.jpg this was my first quad same frame as yours but no zmr cage. This went like a beast with just DYS 1806 & cheap red Simon K 20A off eBay never killed an ESC but replaced a few motors. But they are OK . If not for racing most cheap ESC are OK for general flying.
