New build fails to get airborne.

Hi Folks,
Just in process of building and testing my quad, my components are
250 fibreglass frame, multistar 2209-980 v2 motors with Gemfan Tri 5030x3 props.
Esc,s are multistar 12A race spec 32bit opto with Naze32 rev6 fc. Redcom cm703 receiver and XT60 PDB, Lipo 3S 11.1V 1500 battery. Total weight is 580 Grams.

I have followed the Naze32 setup as per Painless360 on youtube and am using cppm. The esc are calibrated I am using the Spectrum DX6I tx unit. The problem I have is the quad fails to take off.
The motors spinn up ok to the max 2000, when tested on a wooden floor the quad just creeps around the floor and won't go airborne.
What can be the problem ? Is it to heavy or are the props lacking in pitch any help would be much appreciated.
 
Yah agree kv is primary issue the weight is reasonable for 5" build, would suggest 35A bl heli 32 escs and betaflight F4 or F7 processor based board for the FC. Which painless360 vid did you follow? I originally built based on his 3d printed one (pretty sure was him) but was like 4 years ago and things have been evolving pretty fast, still would be surprised if his parts list had those motors.

I only followed the vid for the Naze32 setup , The motors I used were some from a project which I started a few years back but never finished but someone on here said they would be ok for my 250 build ( but obvious now they ar enot)
Currently trying to source some 2206-2600KV but they are not easy to find at the min , all the usual places are out of stock.
