Looking for a Relay Communications Platform

I was recently involved in a search and rescue where because of the terrain the Sheriff's department had to use drones to provide a direct line of sight communications to the SAR group below and then repeat those coms to people who were at the top of a gorge. What I'm trying to find is a repeater unit that can be mounted on a drone to provide a similar line of sight com for wifi. I have seen extenders for remotely controlling a drone but does anyone make a unit that can mount on a drone that can sniff out wifi networks in an area and relay those signals? Here's a very crude example of what I'm thinking: repeater
 
The image transmission can use the individual wireless image transmission system which supports the independent network construction
If the interphone signal needs to be increased, the vehicle communication relay base station can be used
