Help - Throttle issues - Initial setup on Betaflight

This is actually not too unexpected on the bench. When testing on the bench you can spin up individual motors in the motors tab but without props on the quad is just going to be getting a bunch of vibrations from the motors on the bench/table and if you have air mode on or other things in the PIDs will cause it to continuously try to correct and get "level" but it has no control authority (no props can't create force) so it's just always getting errors and not seeming to be able to correct. If each motor works by itself using the sliders as expected I'd take it to a field to test and just stand back and be ready to quickly flip the disarm switch if it starts to fly away or act weird, make sure props are going the right direction and are on the right motors or you'll end up flipping it and possibly break things in the process.
