First quad having issues with openpilot only running motor 4

Ok, so have had a further look at the build, and did a little testing across the channel pins on the cc3d board. All the +/- points on the power distribution board to the ESCs are showing voltage when the battery is connected, so it's not my novice soldering skills there :)

However when I check the channel pins without the ESC cables plugged into them I am getting zero voltage. Should I be seeing anything across them?
