While super impressive looking that's also very illegal, that said there have been quite a few "man sized quads" over time I've seen on youtube and elsewhere even a racing league in the works for one of them but no doubt takes some beefy gear (and balls of steele
)If attempting anything on experimental aircraft should be well away from any roads or cars/bystanders.

For one thing, this is an unlicensed motor vehicle. Even if its flying, it's still in thee traffic pattern and stopping at traffic signals. He would have to fly above 500 feet to be considered an aircraft. And, then he would be flying an unlicensed aircraft. Damned if you do, damned if you don't.
