IMO you should slow down a little. Have you flown before ? If not I would go for something beginner friendly and cheap to master the basics of flight on. A Syma X5C1 or good clone of is the ultimate bird to start with and actually a lot of fun. If you are in the US this would fit the bill...

+1 to Quadcopter 101 tutorials. Very useful learn to hold a hover, out n backs, ovals in the sky, etc.

The only thing really small like that (with a cam) is the new Cheerson CX10 cam version. Its a great little quad, video quality is reasonable and its pretty cheap...

A full on return to home feature requires GPS and is going to be on a whole new budget level. Headless mode is not something you want to rely on and very unreliable. Get a new Syma BNF to replace the other one , they only cost $22 and are in the US warehouse...
