three days of web searches; at least 20004 firmware uploads; all the mandatory inputs/alignments successful, 5v at the output pins, but no volts tothe motors or the rx.
Can someone provide a reasonably non-technobabble explanation/solution?

How are you measuring the output signals are you using an oscilloscope?

Also it doesn't, and how many times you tried to flash it, isn't enough info to really say anything. Use the serial monitor to help with debugging can see where it gets to in the code vs where it doesn't (or get a debugger hooked up but with Arduino I've always relied on serial, typically simpler projects though).
