Quadcopter crash onto roof

On the London ITV local news today is a story of a quadcopter crashing into someone's roof and making a hole in the slate.
They said it had been flying over the gardens before it crashed and the reporter said the pilot had a license.

Why was he flying low over peoples gardens though?
