so after getting advice from some of ya (thanks so far!) I've decided on a ZMR250 frame;

any difference (between bulk of 4 from and the added ESC's)?
will it matter what battery I decide to get or transmitter? I've seen flysky and taranis transmitters,

I'd kick in $50 or so to your budget and buy a BNF "tiny whoop" style brushed micro compatible with your intended transmitter to get started learning to fly FPV with. It will save you some money in parts and repairs in the long run. I have an Eachine E010S that I still have fun with inside, but there are plenty of options that are cheap, hard to break, and easy and cheap to fix if you do.
