You could look on eBay for "250 kits". I bought my first ever on eBay for 150.00 for everything except the battery and charger. The bad part is the only part that I still use it the frame.
Most seem to slowly buy the parts as they can afford and it will all come together at the end and you will have something that is high quality. Thats how I am doing my new build.
You could also search for quadcopter classifieds too. I have seen some pretty good deals show up every now and then.
