Welcome to the forum, what follows are mainly just suggestions, they may help you improve your build, but I understand from experience that budget is the biggest limiting factor.

Make sure your power-distribution cable has the correct end on it to fit your battery (xT60 is the most common). For 9x 4.7 props your motors could be a little higher KV, and your battery could be bigger and allow longer flight times. I have 9x4.7 props on 1240KV motors and it handles a 5200mah mutistar battery, though I really suggest no higher than 1000KV motors for that prop size.
I got a power distribution cable, and I ended up ethching my own distribution board, because it is a lot neater. Here is one that is nice if you worry about cable management.

I have heard a lot of horror stories about the 4-in one ESCs, so be sure to read the reviews on it if possible. If you are using these motors, they look a little cheap, and specs are not listed. They may be fine, but if your budget would allow these are a little better, and better suited for 9x4.7 props; they may be better off in the long run. From what I gather about Emax motors, you really want to make sure you use locktight on all of your screws, as they are notorious for coming apart mid flight.

To answer your original question, it does appear you have everything required to fly.
