NOOB question...

ok, so I had a toy quad and decided to get a hobby grade quad. I decided to buy a prebuilt one since I don't really have the time available to build one from scratch currently. I decided to get a cheap one from amazon and went with this: http://a.co/6wkh5NS.

once I received it I did the basics, downloaded cleanflight and installed the drivers I set throttle, pitch, yaw, and rudder to as close to 1000 and 2000 as I could get it. calibrated the ESCs and set a arm switch.

the first flight was indoors just to make sure everything was in working order. now here is my question:

when hovering about 6" to 1' off the ground is it normal for the drone to bounce up and down? is this due to prop wash?

... Yes, helicopters and quadcopters are both more unstable close to the ground because of what's known as "Ground Effect".
You should always hover high up enough to stay out of your own prop-wash (although it's actually a bit more complicated than just wash)
There is also another effect, which is worse, known as "Vortex Ring State" which you REALLY don't want to happen ... lol ... You'll
figure out what the sweet spot is for low hovering (it can change for different models and/or setups) and know when your too low
by the way your quad behaves (it also changes depending on the terrain below you) then just stay above that range and you'll be fine.
