I can do the same thing with Photoshop Elements. A lot of work. I don't see the point. What is the ultimate goal of Tilt Shift?

Pretty sure point is just to highlight something in a scene/photo... he also mentioned can do it with GIMP which is free software so not sure why you would care what software is being used (not like his video was trying to sell me Apple products or something 
).

Since I don't have a quad that has the capability to do these kind of shots, what I use doesn't matter.
