GEPRC cinepro 2" replaced F7 fc with F4 and having problems

Got a GEPRC cinepro 2" and soon had problems with it burning out DSMX receiver, so I replaced receiver with TBS nano and the cinepro burnt that out too. So I got a GEPRC F4 fc and just finished installing it with a new TBS nano. The receiver is working the way it should but arming the quad results in wild oscillations and immediate tip over and runaway warnings. I think I've got the right settings on betaflight for mode, configuration, but not really sure. Also the CLI dump shows a different file than the previous F7 dump which I would think you would expect. I'm looking for any kind of help with this as the CinePro was fairly expensive and I hate to put it in the garbage. There must be something either in the fc betaflight or the settings that is affecting this. I am unfamiliar with BLheli_S ESC so I don't know if a different setting there could be what's wrong. Any suggestions would be appreciated. I've only been into FPV for a few months and woefully ignorant.
 
One thought I had was to replace the cli dump of the f4 with the f7 cli dump - or would there be settings particular to the f7 that wouldn't work with the f4?

just checked the rotation of the motors which should be outboard - motors 1 and 4 are going inboard and motors 2 and 3 are going correctly outboard - tried switching resource for motors but that didn't work = any thoughts? anybody out there?
 
Been working on this quad and have it bound and will arm and motors work at idle speed but when throttle is increased, the props spin faster then all motors stop as if they had exceeded some setting. Any thoughts on this? I've flashed the escs and FC..
