The lack of the final two beeps means the ESCs are not receiving throttle commands from the flight controller. Check that the signal wires from FC to ESCs are connected

Yes, you can use BLHeli Suite to change direction but not what you're asking. But are you using individual ESC's or a 4-in-1? If it's a 4-in-1, sometimes it's much easier to switch the wires at the ESC than at the flight controller.
