- What are the penalties for providing commercial (for hire) services without either a Section 333 Exemption or Part 107 certification?
- Is the private individual or corporation who receive the services of that uncertified/unlicensed operator also in violation of the rule and what are his/her penalty for engaging in said activities?
- How will the FAA enforce these violations?

An air carrier is subject to a penalty of up to $11,000 for a single violation of the aviation law or an FAA regulation occurring before December 12, 2003. Other entities are subject to a penalty of up to $1,100 for such violations. For a single violation of the aviation law or an FAA regulation occurring on or after December 12, 2003, entities that are not small business concerns are subject to a penalty up to $25,000 and small business concerns are subject to a penalty up to $10,000.

It is worth mentioning that you can do this as a sort of hobby like a home garden would be. As long as you're not making much money you would not be heavily taxed like most for profit buisnesses might. Not really worth doing it 'under the table', unless you were making a lot more money, and then there is a fair risk that you'd get caught anyways.
